usually the glow plugs are measured in ohms, not amps.

the static test and the fai in ohms and sometimes stay screwed
the tester does not ? reliable for this test
at the limit, you can use a lamp light 5w or better 21w

then, if you have an ammeter
make a dynamic test connect the ammeter in series and feed the spark plugs one at a time
check the values of absorption if they are similar

at this point, in order to remove any doubt about the glow plugs you need to do the test again with the ammeter
the problem ? that usually ammeters, meters up to 10 amps and the spark plugs absorb approximately 12.5 amps
you have to find a suitable ammeter or a current clamp
(if the car ? your, and you don't have the tools, you can replace the 4 spark plugs)

if the problem ? still present, make sure the quick connectors on the glow plugs
and the wiring from the control unit pre-heating the engine control unit

try to measure the resistance of the glow plugs with a multimeter.... sometimes it happens that a spark plug to increase its value in the hom by decreasing its absorption......of course the ecu larileva burnt... the resistance should be intorono 0,6hom
