I checked in the file, and there seems to be no single values indicating the presence of a limiter in that regime.
Other sources say that such a limiter ? in this area of the program, only that you change them ? to say the least VERY DANGEROUS.
In any case, in the Program area, there are only 4 values to 5500 (assuming, of course, that the exact value is exactly what).
If you can figure out which processor fits your ecu and find the Instruction Set of that processor, we can try to do a bit of reverse engineering, translating into code the bytes around those values. If there are instructions that indicate a condition of greater or lesser ? likely that one of those 4 is the limiter.
If you feel lucky you can try to touch them one by one
