I had read that a tour through the pinout is the law only if you already scodificata, if not without power over the key is locked reading

Thanks errecinque of the answer , I think I understand that this is an ecu that is obd-mounted on the car?in fact, on the ktag do not find it you find it only in the kess, but I do not understand that it means that law without power?and then when the kess tells me to turn off the ignition what should I do to counter?
