fiat grande punto evo, the original map is not to be

hi to all guys I have a grande punto evo 1.3 mjt 75 cv with the magneti marelli mjd6f3hw04p . basically, the customer and came up with the egr valve removed ? wants to take it to 90hp . and the problem is that the machine once you have read the map egr off and writing the modified amended on the machine of the fourth or fifth does not go beyond 3000 rpm ,I tried to rewrite what already? had and makes me the same problem , I did a diagnosis and it gives me no error .. thanks to all
