EGR off 1.3mjet does it really work?

Guys I know how to exclude the EGR valve manually, or if I put the resistance can I exclude it, etc..
my question, and that the traditional method of the cio? to bring the value to B992 esa, it does not work, in the diagnosis and the door is closed but the EGR valve with the car at idle it works the same, is fed.. any of you ever checked out after the exclusion if the valve was actually excluded?? Just finished the tests on a fiat 500 1.3 mjet 75hp, the result in the diagnosis percentage opening egr valve "2%" was the EGR off, the EGR valve remains fully closed, is not controlled at all.. I attach the modified files:

On the other 500 to work around this problem I had to remove the plug and insert a resistance of 36 ohms with a tolerance of 5%..
I do not understand why out in the same way, on one works on the other no..

Yes, the exclusion of the DPF, but it does not imply something in the management of the EGR.. I did the test to put the original map only with the exclusion EGR but still the same problem.. and also I checked in my database and this version of the HW and SW I have made so many.. and they do not have ir? had no problems, that is the ecu damaged?'

I have noticed that on some cars 1300mjtd I are 0% other 2% other 4%, the values from the diagnosis.
