Delphi always start as the first time

Hello, I tried a version of the delphi software 2014-02, but I noticed on a different pc that every time I open it says ?Delphi CARS is configuring the environment for first time use.This might take a few minutes?, as if each time was the primna, like ever? The date of the pc ? correct, I have the new vci serial 100251.

Yes I guess that does not lead to any problem, only that ? a bit annoying especially if you have a old laptop where I do turn ... seeing then that there are, it seems to me the big add. from version 4.1. for the time aspect.
