MERCEDES VITO edc16cp31 egr does not close

Hi guys,I have executed the closing of the egr on this car but doesn't want to quit,and diagnosis works on the basis of the accelerator, even if, in reality? it is closed,I even tried to disconnect the plug of the valve
at the beginning alright,no recovery and no light,then it goes into recovery with lamp on and error p2551 positioner exhaust gas recirculation defective signals
