Problem butterfly damper alfa 147 1.9 jtd 115hp

Hi all, I have a problem with a 147, in a few words, when I turn off the car the butterfly on the intake closes...I have replaced the polmoncino, the piping and the valve pierburg depression but nothing, the butterfly does not move.
The intake duct ? clean, the butterfly moves well manually...I have noticed that on the valve pierburg c'? a plug with two wires, with a light I saw that it arrives to the positive but not the negative (which should be coming only for a few seconds, in theory). I followed the cable up to the engine control unit and not ? stopped, and then I deduced that the ecu sends the negative signal...
Is that right?

Guys I had similar problem on an Alfa gt. Problems to the butterfly, to the lights that were lit by the sun machine is switched off and locked...the problem was in the body computer full of water infiltration.
